Should not we have just ḻ or ḹ, but not both?

let me transliterate them in devanagari they are ḻha - ळ्ह and ḹ - ॡ

Technically there doesn't exist any letter like लॄ. It is used in grammar texts to teach student that it doesn't exist.

note 'tasya dIrghAbhAvAt'. x doesnt have dIrgha.

Right, let us have all - the non-existing as well. We have a collection of those by now.
