Add a flag to add something to the commit message #282

It could be desirable to add additional information to the commit message. We should add a flag to deploy to do it.

I haven't hit the use-case myself yet, though, so I'm not implementing it for now.

I have hit a use-case for this with the conda-forge version bumping bot
