oboformat files with newline as first line #49

currently throw errors in parsing. See EmptyLinesTest.

Check spec and fix parser. A "lint" like check would be good to warn in this 
situation, but it shouldn't throw an error.

Fixed exception in rev 316, now silently ignores empty lines while parsing the 
header
