Structural checks should prohibit >1 name tag #67

What steps will reproduce the problem?
1. merge two OWL ontologies that have differing labels OR simply create an owl 
ontology where a class or property has >1 rdfs:label 

2. save to obo format
3. the result is invalid (>1 name)

What is the expected output? What do you see instead?

The behavior should be as for >1 def tag. Throw an error by default. Provide an 
option to display an arbitrary single label
