This seems to be because the tower activates when you go near it, which includes teleporting. I think the best solution is to set each vehicle's health to 1 in each Racer's Update.
This is currently dealt with by repeatedly respawning the vehicle before the race starts. It should be possible to track down the responsible game script for the tower some time.
