Several updates:

fixed bug where boolean variables are not frozen by minisat and get eliminated by preprocessing
fixed bug where minisat will branch on variables that are not needed to satisfy a clause
added check to ode_solver for parameters (zero flows) so that their invariants are enforced
start on new planning heuristics for new pddl+ encoding
