Treasury is the actor which gives value to the funds that are represented in the Pool. This actor is the backer of the currency. In traditional economics this would be the Bank or the Reserve.
This actor has special responsibility to ensure that AML and KYC compliance is being met at the entry and exit points of the system, as well that no regulations have been breached in between, such as SEC regulation.
In our current set up, this role is filled by the Gateway service company.
