Added/populated .gitignore
Added in support for using wget to sync http/https mirrors
Added in support for using bandersnatch to sync pypi mirrors

Self-merging PR since Eric is on leave. Smoke testing has been completed, as well as several unit tests on individual functions. A full dry run on every repo using the -a flag was also completed successfully.
