Upgrade Drools to a version that works with Java 7 #5

The version of Drools (5.2.0.M1) that has been used with Rio does not support running with Java 7. Work needs to be done to ensure that the correct version of Drools is used (considering 5.4.0.FINAL) and all tests pass

Gnostic has been upgraded to use Drools 5.4.0.FINAL
