Taskbar thumbnails + tooltip misaligned with taskbar #747

The taskbar thumbnails and hover tooltips appear misaligned for all themes. I've tried installing RetroBar on a fresh install of Windows 10 and using different resolutions and DPI scaling levels but the issue still occurs. dLcLxhnUUU

This also happens on Windows 10 IoT Enterprise with the latest release but is not an issue on Windows 7
