Describe the bug

I think it may be related to https://github.com/dresden-elektronik/deconz-rest-plugin/issues/6445

Steps to reproduce the behavior

any command to a light on/off/color/etc... count to 30, then the light will get the command

Expected behavior

in 18.x the lights respond in under 1 second
