Hue LWA001 Lamp has a blitz effect when starts

Describe the bug

Hi there,

I have a Hue-Lamp LWA001 and ConBee2 + Rasp 4. Lastest Deconz rest pluging.

When I turn on the lamp, it has a blitz effect, when I look at log, it seems it goes first to max bri 254 and then start ehe ramp to desire bri. If I turn on the lamp within 5 seconds after turning it off this effect does not appear. but more than 5 second then it start the blitz effect. I also Lowered the bri to 1 before turning it off, no improvement.

any idea what is the issue? Thanks

Steps to reproduce the behavior

Set Bri to 150 with transition time e.g 10s Turn on the device, bri will go first to 254 and then start again from 1 to 150

Expected behavior

smooth transtion from 0 to 254 bri
