That's an interesting idea, but would require a ton of UI and data work to support arbitrary numbers of goals for each faction. The underlying data structures just assume one goal per faction right now. When I was running games, I just tracked these sorts of things with freeform clocks on the canvas. Not saying no, but it's not something I'm likely to do anytime soon.

I was wondering if it's possible to add faction sub goals? I'm thinking about this part from the rule book (p. 250) For each goal, think about what it would take for the faction to accomplish that goal and ask: is this something they could put into motion or do they need to do something else first? If it’s the latter, figure out how to break down the action into reasonable goals, and make the first of those goals the faction clock.
One solution would be to let each faction have sub goals (perhaps each goal is an item), and select which one(s) are the current worked upon goals and only show those in the universe view?
