Loading ontologies from location with illegal characters #24

Try to load the people+pets ontology.
The plus is being normalised to a space and causing an error

Illegal character in path at index 58:
http://www.cs.man.ac.uk/~horrocks/ISWC2003/Tutorial/people pets.owl.rdf
