POS3P0_RUN is hardwired to POS12_PGOOD. If POS12 is not present, POS3P0 will not be up. This means that when switching to battery power, POS3P0 will not stay up. For now, remove R401 and modwire POS3P0 to VCOM with a 10k resistor

USB 15k D+/D- pulldowns were placed on the wrong side of the 27 ohm resistors
