if the activity is deactivated, but defined on a project, the checkbox will not be shown, but target beneficiaries will have selection

• the checkbox still need to be shown if activity defined on a project but not in active activities

• the activity type should be filtered if not in the active activities or somehow shown that it is deactivated ( as this is confusing for partners when they select the activity and there is no description )

to note that _start_date and enddate is a better option rather than active attribute, but for some cases the activity should be deactivated completely
