position in map cycle is being reset after vote is rocked

What steps will reproduce the problem?
1. Turn off end of map voting.
2. Note position in map cycle.
3. Rock the vote.
4. Note position in map cycle.

What is the expected output? What do you see instead?
Position should be what would have been the next map in the cycle had the vote 
not been rocked. However, position is reset to start of cycle.

Please use labels and text to provide additional information.

I like to run without having the mandatory end of map voting, so we'll get 
along into our mapcycle and then someone will decide to RTV. Unfortunately, 
after the RTV map is played, the plugin starts from the beginning of the 
mapcycle again. Is there a way to change that?

I see nice way to fixing that, but the issue still occurs when ADMIN changes 
map for the one which isn't in cycle via amx_map, or rcon then cycle is broken 
again.
