allow nominations after announcement of upcoming vote

What would you like to see changed?
Give the players the ability to nominate maps after the server starts the 
countdown to the vote.

Why do you want this change made?
I frequently am so wrapped up in game play, that I forget to nominate any maps. 
I'm only reminded to do so when I hear the server say it's about to put up the 
vote. By then, I'm denied.

What version of the plugin are you using?
1.1.290

Please provide any additional information below.

Feature request:
A plain chat message stating something like:
"Voting will start in 1 minute, say noms to view currently nominated maps."

- before the automatic endofmap-vote. I always forget to nominate and then I 
see the hud text "voting will start in 6.. 5.." I always go "ah, damnit, forgot 
to nominate, and now its too late"

I agree a 1 minute warning of the upcoming vote would be very nice.  Also I 
have tried to quickly nominate a map during the countdown (since I forgot to do 
it earlier) but am unable to since the voting is considered to be in progress.
