"0 more players needed to RTV" if player rocks the vote and then leaves #22

What steps will reproduce the problem?
1. Have a player RTV and then leave.
2. Have a remaining player RTV.

What is the expected output? What do you see instead?
Assuming enough people have rocked the vote, the vote should start. Instead 
Galileo stated "0 more players needed to RTV" and the vote is not started.

Please use labels and text to provide additional information.

I think that when this error issues, gal_startvote not function to force the 
vote, but I am not sure now
