replace "votemap" command functionality with "nominate" #24

What would you like to see changed?
Make one of the override options for "votemap" to be "use as alias of 
nomination".

Why do you want this change made?
Will let players nominate maps in the console and seems like a logical 
replacement for the command.

What version of the plugin are you using?
1.1.290

Please provide any additional information below.
Will need to add console nomination functionality.
