What steps will reproduce the problem?
1. Rock the vote
2. Vote
3. Rock the vote

What is the expected output? What do you see instead?
There should be a message indicating that the vote was already rocked. 

Please use labels and text to provide additional information.
Found the issue on a Russian site. Need to reproduce.

Reproduced in 1.1.290 and 1.2.113 code. When someone RTVs after the vote, it 
immediately throws up another vote. This is bad, bad, bad.

Once a vote was underway, a player could rock the vote again and it'd cause a
second vote to appear over the old one.

I shuffled around the timing for different checks and that fixed it.

This was resolved by r114.
