What steps will reproduce the problem?
1. Set gal_banrecent to a value greater than 0.
2. Start a map.
3. Wait or force a vote.
What is the expected output? What do you see instead?
Expected that recent maps will not show up. They sometimes do.
Please use labels and text to provide additional information.
A brief look at the code makes me believe that while noms are prevented for
recent maps, the filler maps aren't checked.
