M1000 Focus Shots use RoF, instead of 0.2 delay #33

In 1.0.3 -> 1.0.5, I've modeled Focus Shots DPS as if there's a 0.2 second delay before the Focus starts (default 0.8 sec duration). This is incorrect. As Trigger demonstrated tonight in the DRG wiki channel, after the Focused Shot gets fired, then the weapon has to wait 1/RoF seconds before it starts Focusing for the next shot. Because RoF is 4, the time between shots is 0.25 (0.14 with Hipster), and there is no artificial "delay". This will require a slight remodeling of how the aggregate RoF is calculated in Scout/Classic_FocusShot.

This was fixed when I did the M1000 U32 balance tweaks, and will be in the next release.
