Development into Master for V0.3.0

Added several features:

• Config.json enable/disable commands
• !fish
• !roulette
• !configtest
• !help command

BugFixes: -There were some crashes with !help and !configtest that are now resolved..

• Config.json, Auth.json, and dat file loading have better error messages.
