Sorry about this. I just haven't been able to find the time to review this. Please fork the library for now.

Sorry it took this long. This actually wasn't a bug but you just couldn't overwrite all rules like that right now, just set a base tax rate. I've adjusted the PR so you can now overwrite all rules and exceptions.

Released as v3.4.0, thanks!
