Update to new drift-rs version

internal refactors:

• Use priority fee subscription (not on-demand query), means faster tx building
• anchor-lang version unpinned
• solana-client crates updated to v2.x.x

fixes:

• better support for quicknode and helius free tiers (no requirement for GPA calls)

build stuff:

• compatible with any stable rust version
