Agent CLI

[x] Specifier to be option with flag instead of positional: -s or --specifier
[x] Subcommand to come before RK (meaning RK needs to be an option of every subcommand, I think)
[x] Remove unused exchange option

General Config

[x] General config: amqp --> dripline
[x] General config: add requests-exchange and alerts-exchange

Agent Config

[x] timeout to come out of the amqp/dripline block
