Automatic build fails sometimes #62

The ARM build of the build image stage fails sometimes. We don't yet know why. It fails while running the .travis/setup_emulation.sh script.

Here are Ben's comments from Slack:

I tried to dig into it a while ago but don’t remember maybe there needs to be a sleep in there somewhere to let the service restart or something? it tries to configure docker and load that kernel module, I’m not sure if maybe something in there is going too fast I guess i don’t actually know if that’s it, but it is what i’d probably try, I don’t remember there being anything useful in the output and I don’t think it makes any remote calls that may be slow sometimes … but since it works sometimes I assume there’s some sort of race condition thing
