Hopefully resolving the last GHActions problems.

I created a new PR to test the GHActions logic.

I tested the build-and-no-push process, and the builds had the right tags, and the right CMake arguments. The logic for deciding which steps to run appears to be operating correctly. I'm going to go ahead with this merge, since it's just fixing issues discovered with the last hotfix.
