I'm treating this as a hotfix, so this is intended to be a new release, v4.5.4, subject to consensus.

update and add/remove sections as needed

New Features

Add Interface's receiver to scarab's signal_handler. Closes #129.

Fixes

Fixed python binding issues that were causing segfaults. Closes #138.

Testing

Confirmed that two instances seen of segfaults are no longer a problem
Test Service and Interface calls complete successfully, with no segfaults
Confirmed that Interface calls waiting for replies can be canceled during a long-running request

Prior to merging for releases:

[x] update the project's version in the top-level CMakeLists.txt file
[x] update the appVersion to be the new container image tag version in chart/Chart.yaml

This PR requires the update in driplineorg/dripline-cpp#49 (dripline-cpp branch feature/receive_timeout).

Initial tests suggest these changes seem to fix the problems.
