update and add/remove sections as needed

New Features

License is now the Apache license
Improved the documentation about installing
Adding GitHub releases
Added pushing built containers to GHCR in parallel with Docker Hub

Fixes

Fixing an issue with where scarab's python library gets installed

Testing

I was able to import dripline in test containers
Pushing a GH release will be tested when this release is made

Prior to merging for releases:

[x] update the project's version in the top-level CMakeLists.txt file
[x] update the appVersion to be the new container image tag version in chart/Chart.yaml
