update and add/remove sections as needed

New Features

Using dl-cpp v2.9.0
- Send-message uses the existing AMQP connection in a service
- Exponential backoff is used for connecting to the broker
- Docker images are now pushed to ghcr.io
- Base image is python/3.12.1-slim-bookworm
Added doc page for extending dripline

Testing

dl-cpp unit tests pass
dl-cpp improvements were tested independently
New doc page build was tested on RTD

Prior to merging for releases:

[x] update the project's version in the top-level CMakeLists.txt file
[x] update the appVersion to be the new container image tag version in chart/Chart.yaml
