Reactivate OP_RUN #164

Note that this task is dependent on whether the proposal to make OP_RUN a part of the DL standard again: https://github.com/driplineorg/dripline/issues/37

Updates needed:

module_bindings/constants_pybind.hh (17): Add run
_endpoint_pybind.hh (37): Add do_run_request()
_endpoint_trampoline.hh (34): Add do_run_request()
endpoint.py (40): Add do_run_request()
interface.py (48): Add run()
