tooling for documentation verison selection. #31

For all automatically built/deployed documentation; implement a version selection system. (Can we add a html element for the sidebar - a radio button? Can it use javascript logic to populate radiobutton entries? Can we run that JS once when the page initially loads, not each time we interact with the button?

We should tool this once and deploy it uniformly.

Documentation has moved back to RTD, so this is no longer relevant
