AI should figure out opponent legion contents #155

Now that we hide legion contents, the AI needs to be able to figure them out. We need a split predictor like the one in Colossus.

Brought over the Colossus Python prototype split predictor in df293bcf47bf32b9ff2134697b14b600adc81308
