Illegal reinforcements #94

I've seen 2 gargoyles reinforce with a cyclops in Marsh (vs. 2 trolls), and some similar illegal reinforcements. I think we're checking the wrong legion somewhere.

I believe this was fixed in [34b10b76f7bf9b33606c725dbe13985cc777ad83].
