Documentation polish #78

Automatically convert absolute links to relative links in README.md and HISTORY.md
Fix one broken link in HISTORY.md due to new versioned docs
Display nav groups as sections with bold headings instead of as collapsed menus
Change the names of the command reference pages to be easier to read
Enable some additional features: nicer code blocks, back-to-top button...

When we merge this PR, we can manually update stable docs without needing to do a release, since there aren't any substantive code or README changes.
