/set-random-reply-chance allows the bot to reply to itself #1

the /set-random-reply-chance command allows the bot to reply to its own messages. I don't think this should be the case, but it would at least be nice to have an option to exclude replying to messages from the same bot with this setting.

There are some other problems with it too, yeah. It's better not use it now.
