Unable to formulate new questions - Common Control area was grayed out/disable for input. #359

Add New Question, Common Control and Question Text areas were disable/grayed out. The code was cloned and tested on 10/07/22.

I apologize. I re-cloned the code today, and it seems to work properly. Not sure what caused the earlier issue, but thank you very much for your great works.
