Bump to 3.10/3.11 #18

Update module to gnuradio 3.9/3.10/3.11 (Tested and working with 3.10 - 3.11)

Thanks for catching this. I've cherry picked your changes. Here's the commit. https://github.com/drmpeg/gr-paint/commit/6e2f9bc67b01800151949115fe027d47ae9bcc65

All those .pyc files are generated by the build and don't need to be in the repository. I've added a .gitignore file to take care of that.
