Noting our discussion today.
The plan is to have "bundles" of "rules".
A rule is one of:
* Match against a contact
* Match against a subject
* Match against a body
* Match againsg either
All rules within a bundle are ANDed together to determine if the bundle matches.
A bundle is active or inactive (corresponds to the on-call/not-on-call of
today).
An incoming alert is matched against all bundles. The first bundle where all
the configured rules match fires the annoyotron.
