CEMS `operational.time` is frequently zero when the plant operates #13

The operational.time variable is frequently zero when heat input or electric output at a plant are non-zero. This persists in the monthly data files, so there is clearly mis-coding of the operational time.

My suggested solution is to examine heat input and electricity/steam output then replace values of the operational time if they are missing or zero.
