instructions to ./USElecData.sh build --rebuild-all #27

When I run this I get an error message that --rebuild-all isn't recognized. when i take out 'all' the command runs. and if i run the command as <--rebuild all>, e.g. removing the hyphen the command also runs.

I've updated the documentation. You should use USElecData rebuild all
