End of Year routine #52

Users should be able to "close the books" for a particular year.  This would:

1) possibly create a copy of the cropDB (see issue 51)
2) possibly transcribe (hard code) inherited values form the CropDB into
each of the plantings.  Calculations should be left alone.  This might not
be necessary if #1 is performed.
3) run the user through the season end evaluation wizard
4) possibly create the next crop plan

This is related to Issue 43 (end of year evaulation wizard) and Issue 51
(create archive copy of the CropDB).

Closing this issue.  Either implemented in 0.5.5 or no longer relevant.
