Docker Hub image update to v1.9.7 #2179

Hi there!

I have started my Drogon based project a week ago and noticed that the current Docker image on Docker Hub is missing some useful features, particularly those related to logging and PostgreSQL database creation. It would be wonderful to see an updated image for version v1.9.7 in the near future.

Thanks for maintaining such a great project!

@Leviathan856 Thanks for your feedback, I've added a docker action for this and pushed a new image to Docker Hub.
