CoAP DTLS support #330

First step rewrites the endpoint to use coap-lite and tokio UDP sockets directly, as this allows to more easily use openssl on top.

[x] DTLS support added
[x] Can authenticate using special coap option
[x] Can authenticate using client certs
[x] Documentation update
[x] Helm charts updated.

PSK auth will be added later pending RFC to enable it for other endpoints as well.
