[drone-vault-secrets] Add drone/vault secret extension to the helm charts #39

This PR provide a helm charts for the vault secret extension. Most of the helm charts take for model the drone-kubernetes-secret, and was tested on EKS 1.18 with a approle authentication.

I agree it would be nice to add more helm charts for official Drone components.

I think this would need some refactoring before we could merge. Since there hasn't been activity in over a year, I will close this out. Feel free to respond if you want this re-opened.

@jimsheldon Why did you close this PR? What refactoring is needed? I am using the charts here to deploy the vault plugin alongside the latest version of Drone on K8s 1.25. Lets get this merged.

It looks like @cognifloyd has a fork of this repo with a helm chart for drone-vault. Are there any outstanding issues preventing that from being ready to merge in?
