Re-assign mppt/Stream msg from 20020 to 20009. This is because another vendor has chosen 20020 for their custom Actuator feedback msg (PR soon) but they are unlikely to change it and it's currently very easy for PacketDigital to change theirs. This is out-of-the-norm because it's usually a first-come-first-serve type thing but I've been in communication with both companies and this is the best way forward
