Elevon control throw for manual mode does not match control throw for other modes #647

What steps will reproduce the problem?
1.  Set up elevon mixing
2.  Go through usual radio calibration procedure

What is the expected output? What do you see instead?
Maximum control throws should be the same in all modes, but the maximum control 
throw in manual is as expected while max control throw in other modes is larger.

Please use labels and text to provide additional information.

Please fix this my zephyr 2 is unflyable under APM control with these 
exaggerated servo movements.
