Added silverstone track files and basic IMS track launching files #29

Updated the silverstone STL and yaml file so that the track and map_server are spawned correctly Added files to launch a basic IMS track with only textures and no 3d models

  1. What are the changes to the joy publisher?
  2. Why is the ub.png file needed?
  3. Why does the world state have weird values for sim time and such in the world files?
